You'd want to use a good crumb layer of buttercream of another sticky/tacky frosting as a base to hold them in place. If you made a small figure to put on top of a cake and were rolling it out for that it would work fine, but not for anything covering more than a few inches. I'd recommend using modeling chocolate for that. I'd recommend doing very basic drawing and not too far ahead to avoid bleeding.
